MONROE, N.C. — Officials said drivers should expect delays as a procession will occur on Highway 74 in Monroe on Saturday.

The country has been repeatedly sanctioned by Western countries both for its crackdown on human rights and for allowing Russia to use its territory in the invasion of Ukraine in 2022.
